State aid reform 2005/09 : regional fiscal autonomy and effective recovery

The author considers two issues that deserve proper attention as part of the European Commission's review of the State aid regulations. These are the Commission's approach to regional autonomy as reflected in its recent Gibraltar decision and issues with regard to the recovery of (fiscal) State aid.
