Social security reform in China: a tax lawyer's perspective

China's economic transition and growth necessitate an overhaul of its social security system. The author outlines suggestions for the successful implementation of a new multi-tier social security system. In particular the need for the rule of law is emphasized as being fundamentally important to the viability of the new system.
