Recent and proposed changes to Canada's system for taxing foreign operations

Review of the foreign affiliate system for Canadian-based multinationals operating abroad in light of two recent and proposed changes. One is a significant restrictive change enacted in 1999. The other consists of proposals tabled by the Department of Finance in November 1999, which both liberalize and restrict the manner in which Canadian-based multinationals can plan their foreign operations for tax purposes.
