Globalization, tax rules and national sovereignty

Examines how globalization reduces national sovereignty in taxation, which may take several forms, such as market-induced pressures to lower taxes. Also looks at two OECD initiatives under way to deal with the effects of globalization and comments on the need for new multilateral rules and institutions.
